There are currently four levels of certification in the UK for working on EV's (Electric Vehicles).
Unfortunately these are all voluntary at present as there are no laws to prevent anyone working on a system which can easily kill you.
I have attended and passed all four levels, level three is the equivalent of a dealership master technician level.
Level 4 is the equivalent of the factory level master technician and allows you to dismantle,test and repair the inner working of the HV (High Voltage) components which you are not normally advised to do for safety reasons.
The HV battery can be deactivated for multiple reasons (vehicle accident, internal battery fault, battery change etc).
The HV battery cannot be used in this condition, it must be tested, and pass testing, to be reactivated in your HV vehicle.
Following a successful battery test, this tester generates the pass certificate required by ISTA to reactivate the HV battery in the car.
